Food-Grade Folding Cartons: FDA Material Requirements & Compliance

Not all folding cartons are food-safe. The substrate, ink system, and coating all affect whether your carton is compliant for food-contact applications. This guide explains when food-grade compliance is required, what it means in practice, and how to specify it correctly.

Direct vs indirect food contact: the critical distinction

FDA food-contact requirements apply differently depending on whether the carton comes into direct contact with the food or only indirect contact (the food is in an inner bag, liner, or wrapper, and the carton is the outer secondary packaging).

Direct food contact: The paperboard surface touches the food directly. Examples: a cereal carton without an inner bag liner, a dry biscuit tray, a fresh produce carton. Direct food contact requires FDA-compliant substrate, food-safe inks, and in many cases a food-safe barrier coating.

Indirect food contact: The food is inside an inner packaging (a bag, wrapper, sachet, or tray), and the folding carton is the outer secondary packaging. The carton does not touch the food. Examples: a breakfast cereal carton with an inner polyethylene bag, a cookie box where individual cookies are in a sealed tray. Indirect food contact has less stringent requirements — standard CMYK printing is generally acceptable for the carton exterior.

Always specify your food contact type in your quote request. The correct material specification is different for direct vs indirect contact, and incorrect specification creates a regulatory liability — not just a quality issue.

FDA-compliant substrate options

The primary substrate for food-grade folding cartons is SBS (solid bleached sulfate) produced under conditions that meet FDA 21 CFR (Code of Federal Regulations) food-contact standards. Key requirements:

  • Virgin fiber only — no recycled content in food-contact SBS (recycled fiber may contain contaminants from post-consumer waste)
  • Manufactured under Good Manufacturing Practices (GMP) conditions
  • Tested for migration of substances into food at specified temperature and duration conditions

CRB (clay-coated recycled board) is generally not recommended for direct food contact because of the recycled fiber content — the variable composition of post-consumer fiber makes consistent migration testing difficult. CRB is widely used for indirect food contact (cereal boxes, frozen food cartons) where the food is separated from the carton by an inner liner.

Natural kraft in food-grade specification is used for bakery packaging (donut boxes, pastry boxes) and other direct-contact applications where the natural brown colour is a brand signal. Must be manufactured under food-safe conditions with food-safe inks.

Food-safe ink requirements

Standard commercial CMYK offset inks are not food-safe by default. For food-contact folding cartons, three ink systems are appropriate:

  • Food-safe UV-curable inks: Inks formulated from monomers approved under FDA 21 CFR for food contact, cured under UV light to achieve full polymerisation with minimal migration risk. The most widely used system for food-grade folding carton printing.
  • Water-based inks: Formulated from food-approved colorants and binders. Lower migration risk than solvent-based inks. Common in flexographic printing for food packaging.
  • Soy-based inks: Vegetable oil-based inks with lower volatile organic compound (VOC) content and generally lower migration than petroleum-based alternatives. Widely accepted for indirect food contact and increasingly for direct contact applications.

Standard petroleum-based offset inks are not appropriate for direct food-contact applications due to mineral oil migration risk — a well-documented issue in European and North American food packaging regulations.

Barrier coatings for food-grade cartons

For direct food contact with moisture-containing foods (fresh produce, bakery, ready-to-eat), a barrier coating is applied to the food-contact surface of the carton to prevent migration and provide moisture resistance:

  • Polyethylene (PE) coating: A thin polyethylene layer extruded onto the board surface. Excellent moisture barrier. The standard for liquid-adjacent applications (milk cartons, juice cartons, frozen food). Makes the carton non-recyclable through standard paper recycling streams — a growing concern for sustainability-focused brands.
  • Water-based barrier coating: An aqueous dispersion coating that provides moderate moisture and grease resistance without the recyclability impact of PE. Increasingly used by brands seeking to maintain recyclability certifications.
  • Wax coating: A traditional barrier for bakery and produce packaging. Effective but limited to non-heat applications (wax migrates at elevated temperatures).

Recyclability and food-grade compliance: the trade-off

PE-coated food-grade cartons are widely used but are not recyclable through standard curbside paper recycling because the PE coating cannot be separated from the fibre in standard paper mill processes. For brands positioning on sustainability, this creates a conflict: food safety requires a barrier; recyclability requires no PE coating.
